Video Card Testers

Dell Dimension 4600 No Power?
PC very dirty. Stripped and cleaned all the dust, both with brush and compressed air jet. Reinstated MB, memory, pin socket on the front panel. video card and front USB connection. Green POWER light is on MB. Tested PSU tester and not with -5 V. power switch and nothing happens. No CPU fan starting, no diagnostic lights on the back of the computer (A, B, C, D lights). She tried to replace the standard ATX Power Supply (not Dell) and still nothing. Before you start dismantling equipment and probably freeze any dirt. Any help would be appreciated.
It could be a problem grounding. Inadequate grounding may cause the start and then freeze. Perhaps a lack confrontation, a loose screw or loose cable. Try to take the plate Based out, place it in a magazine or thick cardboard, connect the power supply and the video card and see if it lights up. You may have to use a screwdriver to change or short the power switch to get him to come. Grab a large metal structure and to remove any static that may have before touch the components. The land should not be a big problem, not foul the moving parts like fans. The ignition switch in the case perhaps gluing. Otherwise, plaque can be fried. With no beep codes or error messages, it is almost certainly a bad board, CPU, or PSU. Without information, the only way to know for sure is replace one at a time.
