Video Card Pci Express X16

It's a 8800GT video card is still the best card if you do not have PCI Express x16 2.0?
If my mother has no PCI Express x16 2.0 A further 8800 being a good card? I mean, if the entire bandwidth of data stream processors are removed, and other advantages of 2.0, would it still be good, or I x16 go with a cheaper card will have the same performance as an 8800GT in the slot of 1.1?
It will however be able to perform better when they have that communicate through the motherboard.
